Nigeria’s Electric Power Sector Reform, Privatization and Post Reform (2000 - Present): An Analysis of the Current State of Generation Companies (Gencos) and their Ongoing Bottlenecks

Abstract

Before Privatization in 2013, Nigeria’s electricity sector was plagued by inefficiencies, inadequate investment, and persistent power shortages. Chronic under-performance in generation, distribution, and transmission led to unreliable supply, necessitating private sector-led reforms to improve efficiency, attract investment, and ensure cost-reflective pricing. However, soon after privatization, the sector began to witness a number of bottlenecks, including liquidity constraints, Disco’s under-performance, metering gaps, transmission constraints, financial sustainability risks, erratic contract implementation, vandalism and tariffs issues. These challenges almost brought the whole sector into a halt, with several grid breakdowns and incessant load shedding all over the country. The objective of this paper is therefore, to review the reform and privatization of the power sector from 2000 to date, with a focus on the analysis of the current state of generation companies and their ongoing bottlenecks. To achieve this objective, the study adopts a mixed method approach, which combines data analysis with insights from a variety of reliable sources, such as industry experts, institutional documentations and stakeholders. The outcome of the study indicates that the Nigeria’s Power Sector, particularly the generation sub sector though witnesses some level of improvement since privatization, but still grapples with a lot of uncertainties, leading to frequent breakdowns of grids, unstable power supply and recurring black outs. The study thus recommends the tackling of the staggering multi trillion-naira liquidity crisis in the generation sector, among many other issues.
